Solution
You might experience that you can't activate One-handed mode when the accessibility mode Magnification is turned on. This works as designed. One-handed mode shrinks the effective display area to make it accessible using one hand, while Magnification on the contrary enlarges the visible area. Therefore, these two modes cannot be used simultaneously.
