Why doesn't the DVD drive eject when pressing the eject button during Windows startup?

The DVD drive ejects only after Windows has completed startup.

The Disc Drive eject button will not work when Windows is in the process of starting up. The Disc Drive eject button will only be able to respond when Windows has fully started up.

There are two types of eject buttons available with this computer:
    1. Large round eject button (not on the Disc Drive drive panel).
This button will only work when Windows has fully started up.

    2. Small round eject button (on the Disc Drive panel).
This button will start to work once the computer is turned on.
